Job Description: The Mountainland Continuum of Care Program Coordinator will have responsibilities for coordinating and facilitating the strategic planning process for the Mountainland Continuum of Care as well as monitoring funded projects and assisting in the annual HUD (Housing and Urban Development) federal funding process. This position will also assist and support the work of the Continuum of Care and community in working on a variety of affordable housing solutions. This position will monitor grantees and assessing progress on meeting community-wide goals, evaluating program performance, and monitoring compliance with all state and federal funding requirements. The position will be located at the United Way of Utah County.
Reporting Structure: The Mountainland Continuum of Care Program Coordinator for will report to the CoC Administrative Assistant. Interns will report to and assist the Mountainland Continuum of Care Program Coordinator when available.
Strategic Planning Requirements:
Assist the Administrative Assistant in managing and staffing the Continuum of Care and all associated subcommittees, projects and support work, including meeting preparation, facilitation, and creating accountability for action items;
Oversee the Annual HUD Continuum of Care NOFA Local Competition (Notice of Funding Availability) and Collaborative Application;
Manage grants, which will include working with the State of Utah and Provo City on monitoring grantees performance and effectiveness of funded projects to ensure the Continuum's competitiveness in attracting state and federal funds to support homeless prevention and intervention services;
Manage and participate in desk and/or on-site annual monitoring of CoC and ESG (Emergency Shelter Grant) recipients;
Assist in developing the Continuum's local plan to end homelessness, based on national goals for homelessness prevention and intervention outlined in the Federal Plan to End Homelessness, Opening Doors, and incorporate community vision, best practices, and measurable outcomes to local planning efforts;
Oversee implementation of plan strategies; collect and analyze applicable community data to determine progress in meeting community-wide goals and make funding recommendations to community partners;
Assist in coordinating with Utah Valley Consortium, city and county government, and the State of Utah (the State Community Service Office [SCSO], Housing and Community Development Division of the State of Utah Department of Workforce Services [DWS]) and Community Solutions (Built for Zero)
Conduct an annual gaps analysis using System Performance Measures, PIT (Point in Time) data, HMIS (Homeless Management Information Systems), the AHAR (Annual Homeless Assessment Report), community assessments, etc.
Facilitate, support, and evaluate strategic planning goals among all CoC subcommittees
Plan and oversee best practice sharing opportunities for partners; special events; and assist in point in time counts;
Participate as a member of the State Tri-CoC Committee and HMIS Steering Committee
Research, identify and apply for additional funding sources to meet Continuum of Care goals;
Other duties as Continuum of Care process evolves and/or as assigned by the Administrative Assistant
Housing Specialist Requirements (some of these duties may be delegated to interns):
Manage and update the Continuum website
Act as the Continuum’s Coordinated and Entry Assessment Liaison with the SCSO HMIS office
Oversee annual case management trainings for Coordinated Entry and Assessment, Mainstream Benefits, and Fair Housing
Oversee the distribution of outreach literature throughout the continuum (e.g., 2-1-1 housing cards, posters, and housing resource pamphlets)
Assist and support the work of the Continuum of Care and community in addressing the need for affordable housing for variety of low-income and homeless populations.
Lead the effort to engage Continuum of Care members and others in making presentations about affordable housing to city council and zoning commissions.
Take the lead to proactively encourage landlords, property management companies, members of the Apartment Association, and tax credit project managers to work with the Housing Solutions Group for the purposes of placing individuals and families into 10%-15% of their housing units (i.e. dedicate 10%-15% of their units to serving this population.)
Manage and update a tool kit with a variety of information and orientation materials for landlords and property management companies to become successful in leasing units to targeted low-income and homeless households.
Assist in coordinating a variety of community resources to assist tenants in being successful tenants and to assist landlords in maintaining their commitment to lease to the targeted households.
Work with local and state governmental entities to:
o Update city moderate income housing plans if needed and work toward meeting the goals stated in the respective plans.
o Waive impact fees for that portion of a housing development that is dedicated to low and moderate income households.
o Mandate that ten percent of the units in housing developments be dedicated to low and moderate income housing (whether home ownership or rental units).
o Provide for overlay zones for higher density housing.
o Utilize RDA funding when available to offset impact fees to support the development of low and moderate income housing.
o Develop incentives for developers to dedicate ten to fifteen percent of their housing units to low and moderate income housing.
o Set aside city land for use by nonprofit housing developers to build low and moderate income housing (i.e. 99 year lease at $1 per year).
Manage the Utah County Housing First Fund – A community fund available to clients with special cases who need help with direct housing costs and/or diversionary costs. This position manages requests, fundraising, and producing an annual progress report.
Proactively support the development of tax credit housing projects which provide dedicated low and moderate-income housing for specific subpopulations (persons with disabilities, chronic homeless persons, low income families, etc.)
Proactively support the inclusion of group homes which serve specific subpopulations -- youth, persons with disabilities, persons with mental illness, etc.
Manage the housing vacancy database
Preferred Skills and Abilities:
Bachelor's Degree in Public Administration, Sociology, Business Administration, Social Work, or a related field required.
Experience working in non-profit or social services agency preferred
Data analysis experience preferred
Grant writing experience preferred
Strong interpersonal skills and the ability to develop strong working relationships across community, public and private sectors;
Excellent oral and written communication skills, including ability to write, prepare, and present reports, assessments, and grant proposals;
Proven ability to manage and facilitate collaborative decision-making processes and achieve established outcomes preferred;
Ability to manage multiple projects simultaneously; comfort and flexibility with an evolving and changing state and federal funding requirements and dynamic local partnerships;
Strong analytical skills and ability to measure and evaluate program performance;
Strong computer skills including Microsoft Suite
Willingness to commit for two years, dependent upon job performance
Position Clarification: The position of Continuum of Care Program Coordinator is a grant-funded position and is based upon funding availability. This is a full-time position of $16.82 per hour ($35,000 salary)
